
The Committee will vote on the adoption of the PETI opinion on the AFCO report on the revision of the regulation on the European Citizens’ Initiative (the ECI Regulation). The ECI has seen a number of challenges since its introduction in 2012, in particular difficulties experienced by citizens in collecting the required number of signatures to launch a successful initiative and complying with other procedural requirements.
The PETI opinion seeks to highlight the need for reform as well as urge for greater follow-up by the Commission on successful ECIs. Launched as a civic agenda-setting tool through the Lisbon Treaty, the effectiveness of the public participation instrument has so far received mixed responses from public interest groups and civil society.
